13.1 miles is the distance of a half marathon so it means they’ve run one. Or they just bought the sticker to look cool. 26.2 is a marathoner, 70.something is a half iron man, and I think 140.3 is an iron man. (As you can see, I’m not a triathlete.)

I agree with Richard that this is probably a reference to the owner (or spouse or child) having run in a marathon race. It’s a more subtle way of notifying those who are interested in running, while not necessarily indicating anything to those who don’t run.
I’ve recently learned that this is being called “humblebragging,” where you act as though “aw, shucks, that ain’t nothin'” where what you really mean is “yep, I’m a winner.”
26.2 miles is the length of a marathon. The precise distance represents the fabled distance that a Greek man (Pheidippedes) ran (from Marathon to Athens) to deliver the message of military victory over the Persians.
They have run, or want to imply participation in a marathon (26.2 miles). Personally I’m more impressed with Iron Man Triathlon competitors (140.6 miles). But to each, his or her, own.
These stickers often contain the number, and might have some quotes or logo of the event that sponsored the sticker. This can be a good way to tell people that you joined a marathon. However, some jealous people might think that you’re just bragging it by showing it to your car. They’re just judging, so don’t mind them because this is a nice way to show something that’s worthy to call as an achievement.
Half-marathon and full-marathon runners usually put these on their cars. It represents the distance run. I have a “0.0” sticker on my car that says “I don’t run.” Ha! Wish I could, but if you ever see me running there’s usually donuts involved.
Take note that there are also some stickers that contain the numbers 70 for those who joined longer runs, and there are even digits of 140 as well – which indicates an iron man. These are proofs that you have the energy and strength to push your limits to the test in the field of running and having a healthy lifestyle!
